Challenge

Marine-coastal territories need accessible biodiversity information to support conservation, sustainable tourism, public decision-making and blue/green entrepreneurship. In Puerto Lindo and Portobelo, the opportunity was to demonstrate how low-cost underwater monitoring, open data principles and AI-supported analysis could generate practical environmental information for local and institutional use.

Solution

Tequina Wave developed and implemented a pilot marine monitoring approach using underwater visual records, open data principles and AI-supported analysis. The project included fieldwork, technical documentation, biodiversity information products, training materials, stakeholder engagement and dissemination of project findings to institutional partners and sector audiences.

Cerro Patacón Biogas Utilization Project — Feasibility Study & Baseline Analysis for Greenhouse Gas Reduction

Challenge

The Cerro Patacón Landfill in Panama City receives more than 2,500 tons of waste daily — over 40% of all waste generated in the country. After 40 years of operation, the site faces uncontrolled methane and hydrogen sulfide emissions, recurrent fires and deteriorating infrastructure, with six vulnerable communities of approximately 6,475 people living nearby. Panama has committed to a 24% reduction in greenhouse gas emissions by 2030 under its Nationally Determined Contributions, yet lacked consolidated historical data across landfill authorities to support informed decision-making.

Solution

Tequina Wave served as local sub-consultant to En Partners Co., Ltd. for the pre-feasibility study of the LFG utilization project at Cerro Patacón and a private landfill in La Chorrera, commissioned by Sudokwon Landfill Site Management Corporation (SLC). The team combined secondary source analysis, primary interviews with MiAmbiente, AAUD and ASEP, technical site visits and GIS-based geospatial processing, applying a full PESTEL analysis to reconcile disparate data sources into a single consolidated baseline.

Documented Contribution

  • Delivered a consolidated technical and environmental baseline, cross-referencing disparate data sources into a single dataset for accurate feasibility and financial modeling.
  • Mapped the full institutional and regulatory landscape across AAUD, MiAmbiente, ASEP and MEF, clarifying roles for permitting, energy regulation and public-private structuring.
  • Delivered strategic recommendations on citizen participation, environmental permitting and PPP structuring under Law 13/2020.
  • Positioned the project within Korea–Panama technical cooperation, with a pathway toward Article 6 / ITMO carbon-market alignment.
